Both teams wore masks for the game on Monday after the Canadians made the request.
Just before the game was slated to start at 11:10 p.m. ET on Sunday, the Canadian team was nowhere to be seen.
It was later reported Canadian coach Troy Ryan talked to the referee to explain the situation.
Russia stayed on the bench and then skated, but eventually returned to its locker room about 30 minutes after the scheduled start of the game.
Russia had several positive tests at the start of the tournament and had to stay in isolation for a couple of days.
